Rita Elhelou: Bringing Legal Expertise and Strategic Leadership to Qatar’s Financial Sector

In today’s complex business environment, legal leadership extends far beyond interpreting regulations and managing contracts. It plays an important role in shaping corporate strategy, protecting institutional interests and enabling organisations to pursue growth with confidence.

For Rita Elhelou, this connection between legal expertise and commercial decision-making has defined more than 18 years of experience across banking, investment, telecommunications and corporate advisory.

Today, as Group Chief Legal Officer and Board Secretary at Lesha Bank in Qatar, she brings together international legal experience, corporate governance expertise and a commercially focused approach to executive leadership.

Her career reflects the growing importance of legal professionals who understand not only how organisations manage risk, but also how they create opportunities.

Where Legal Judgement Meets Business Strategy

Elhelou’s professional journey began in Lebanon, where she worked as a Legal Consultant at Société Générale between 2007 and 2009.

Her responsibilities included reviewing mortgage and loan agreements, drafting contracts and advising on regulatory and corporate legal matters.

She subsequently joined Jaidah Group in Qatar as Senior Legal Counsel, working across industries including automotive, technology, energy, heavy equipment and industrial supply.

This cross-sector experience strengthened her understanding of how legal considerations influence different business models and commercial relationships.

In 2013, she joined Vodafone Qatar, beginning an eight-year period that would significantly expand her leadership responsibilities.

Progressing from Legal Manager to Senior Legal Manager and eventually Head of Legal, she became involved in strategic initiatives extending well beyond conventional legal advisory work.

Supporting Innovation at Vodafone Qatar

During her tenure at Vodafone Qatar, Elhelou contributed to major commercial and technological initiatives.

Her responsibilities included managing contractual and legal aspects of the company’s 5G launch, supporting the introduction of IPTV and connected-home services, and negotiating partnerships with digital businesses.

She also advised on technology procurement, outsourcing agreements, software licensing, data protection and commercial disputes.

These assignments required an understanding of the relationship between legal risk, technological innovation and business growth.

Her experience demonstrated how legal functions can support organisational transformation by helping businesses navigate regulatory requirements while pursuing new commercial opportunities.

Elhelou was recognised internally as a high-performing professional and selected for executive development programmes, including training through INSEAD.

The Vodafone Qatar legal team also received recognition in the Legal 500 Middle East GCC Powerlist during her tenure.

Effective legal leadership is not simply about managing risk. It is about enabling informed decisions that support responsible business growth.

Strengthening Governance and Investment at Lesha Bank

In June 2021, Elhelou joined Lesha Bank as Head of Legal and Compliance and Board Secretary.

Her responsibilities expanded in May 2024 when she became Chief Legal and Compliance Officer, before assuming her current position as Group Chief Legal Officer and Board Secretary in August 2026.

At Lesha Bank, a publicly listed institution on the Qatar Stock Exchange, her work has involved complex corporate transactions, international investment activities and regulatory oversight.

Her experience includes managing cross-border acquisitions and real estate transactions across the United States, United Kingdom and Gulf Cooperation Council countries.

She has also provided legal support for private and public equity projects, mergers and acquisitions, and the establishment of new corporate entities.

These responsibilities require the ability to evaluate commercial opportunities while ensuring that transactions remain aligned with applicable legal and regulatory frameworks.

Her previous compliance responsibilities included oversight of anti-money laundering activities, regulatory reporting and institutional risk management.

Together, these functions demonstrate the importance of combining commercial understanding with disciplined governance.

Supporting Boards and Institutional Accountability

Alongside her legal responsibilities, Elhelou serves as Board Secretary at Lesha Bank, supporting the board and its committees in fulfilling their governance responsibilities.

Her work includes overseeing corporate governance processes, facilitating communication between management and stakeholders, and coordinating annual and extraordinary general meetings.

She also served as a Board Observer at Starlink Qatar from March 2023 to April 2026, representing Lesha Bank’s interests as a shareholder.

The appointment involved reviewing business performance and participating in board-level discussions concerning strategy and governance.

These experiences have strengthened her involvement in corporate decision-making beyond the legal function.

For financial institutions, effective governance requires a balance between commercial ambition, regulatory accountability and responsible oversight.

Elhelou’s career reflects the role experienced legal executives can play in maintaining that balance.

Strong corporate governance creates the foundation for confident decision-making, institutional trust and sustainable growth.

Developing an Executive Perspective

Elhelou’s professional development reflects her commitment to combining legal expertise with broader business leadership.

She holds a Master’s degree in Law from the Lebanese University, through its Filière Francophone de Droit, and an Executive MBA from HEC Paris, specialising in Innovate Like an Entrepreneur.

She has also completed executive education at INSEAD, including training in leading organisations through disruptive environments.

Currently pursuing a Global Executive PhD in Management at ESCP Business School in Paris, she continues to expand her academic understanding of leadership and organisational strategy.

Her additional professional training includes aviation finance, Qatar Financial Centre regulations and executive leadership development.

This multidisciplinary education complements a career in which legal, financial and strategic considerations are increasingly interconnected.
